Who this course is for

This is a foundation route. It is suitable for learners entering fire risk assessment, responsible persons, facilities and housing professionals, and others who need a structured starting point before moving into more advanced assessment work.

Foundation route

This course is designed for learners developing baseline competence in fire risk assessment rather than those already leading advanced or complex building assessments.

Low risk focus

The visible content keeps the course positioned around low risk premises. That improves clarity, defensibility, and alignment with a Level 3 starting point.

Progression ready

It gives learners a regulated foundation they can build on when moving into Level 4 practice and broader professional development.

Entry requirements

Buyers should not have to dig through FAQs to work out eligibility. This section states the entry position clearly.

What you need before enrolment

  • You do not need a previous fire risk assessment qualification to start this course.
  • You should be able to complete written assessment work in English to a professional standard.
  • You should be employed in a relevant role, enrolled on relevant training, or otherwise have access to a context where you can review fire risk assessment in a low risk building.
  • This course is best suited to learners building foundation competence rather than those already operating at intermediate or advanced level.
  • Candidates must meet ProQual registration requirements, including minimum age requirements where applicable.

Simple decision guide

Your position Recommended next step
You are new to fire risk assessment and need a recognised starting point. The Level 3 Award is likely to be the right route.
You have some fire safety exposure but no formal fire risk assessment qualification. The Level 3 Award is usually the strongest first step before Level 4.
You already hold a relevant Level 3 award or have established fire risk assessment experience. You may be ready to review the Level 4 Certificate in Fire Risk Assessment.
You already assess complex or high risk buildings in a lead role. You should review whether a higher level route is more appropriate than a foundation award.

What you will cover

The course builds a clear foundation in how fire risk assessment works in practice. It covers the purpose and scope of an assessment, how fire starts and spreads, and how design, construction, management, and maintenance measures reduce risk.

Foundation fire risk assessment practice

Understand the stages of a fire risk assessment, how to identify hazards, evaluate risk, and record findings in a proportionate way for low risk premises.

Fire development and spread

Learn how ignition, smoke production, heat transfer, building features, and materials influence fire growth and the threat to escape.

Control measures and management

Review how passive and active fire precautions, maintenance, housekeeping, signage, and management controls help reduce risk and support safe evacuation.

What you will produce

This section makes the assessment model more explicit. That improves buyer clarity and AI extractability.

Written assignments

Produce written work that shows your understanding of fire risk assessment principles, legal context, and practical controls.

Practical assessment activity

Complete applied work linked to low risk premises so your learning is not based on attendance alone.

Evidence for progression

Build a stronger base for progression into the ProQual Level 4 Certificate in Fire Risk Assessment when appropriate.

Meet your lead tutor

Training is delivered by a practising fire safety professional rather than by a purely classroom based trainer.

Simon Tudor

Simon Tudor is founder of London Fire Consultants, a Tier 3 IFSM Registered Fire Risk Assessor for complex buildings, and a BAFE SP205 Validator. His training is informed by live consultancy work across residential, healthcare, heritage, industrial, and other complex premises.

That matters because learners are taught by someone who works in the field and understands how competence, evidence, judgement, and reporting operate in real fire safety practice.

What’s Covered in the Level 3 Award Fire Risk Assessment

The Level 3 Award covers the foundations needed to start working with fire risk assessment in a controlled, low risk context.

It is designed to build baseline competence.
It focuses on the practical steps of assessment, how fire behaves, and how safety measures reduce risk.
It also develops the ability to recognise common deficiencies and describe realistic controls.

The qualification includes three mandatory units.

Unit 1 covers foundation fire risk assessment practice.
It explains the purpose and scope of a fire risk assessment and the key stages from start to finish.
It covers how to gather initial information, identify hazards, evaluate risk, and record findings in a clear format.
It introduces how to assess low risk premises in a proportionate way.
It also covers evacuation behaviour, including how people react under stress and what can delay escape.
The needs of people at increased risk are included, with a focus on identifying additional evacuation requirements and reflecting these in recommendations.
This unit also introduces the legal and enforcement context.
It covers what legislation expects from those responsible for premises.
It outlines likely consequences of non compliance.
It explains the roles of enforcing authorities and the operational role of the fire and rescue service.

Unit 2 covers how fire starts and spreads.
It explains the mechanism of fire and the conditions needed for ignition and development.
It covers the main products of combustion and why smoke creates risk long before flame spread reaches an escape route.
It explains internal and external fire spread, including the ways heat transfers through conduction, convection, and radiation, plus direct flame contact.
It requires identification of hazardous situations that could lead to a fire event, with risks described in practical terms.
It also introduces how construction, materials, and building features can influence fire growth and spread, including external wall elements and attachments.

Unit 3 covers how design, construction, maintenance, and management control fire risk.
It covers how protection measures limit fire development, support early warning, and reduce harm.
It introduces common materials and their expected performance in fire.
It also introduces performance based approaches used in fire safety engineering, as an alternative to purely prescriptive guidance.
Passive protection is covered in terms of limiting spread, controlling smoke movement, protecting escape routes, and supporting structural stability.
Maintenance expectations are included, covering routine checks, servicing, and record keeping for fire safety measures, including portable equipment and fixed systems.

This unit also covers practical management topics:-

  • Housekeeping and control of combustibles.

  • Security measures that reduce deliberate fire setting.

  • Basic means of escape concepts and common deficiencies.

  • Signage principles for residential buildings and public spaces.

  • Active protection systems and the importance of testing, inspection, and defect management.

  • It also links these controls to policies and procedures, including how faults, impairments, and false alarms should be managed so the overall level of safety does not drift over time.

The aims of this qualification are:

  • To introduce the principles, procedures and legislation of fire risk assessment.

  • To prepare candidates for undertaking and reporting out on fire risk assessments.

FAQs

  • There are no formal academic entry requirements for this qualification. Centres should perform an initial assessment of candidate knowledge and skills to identify any gaps and to help determine the assessment plan. Further information is available in the additional assessment information attached to each unit.

Candidates must be at least 18 years old on the day that they are registered with ProQual. Centres are reminded that no assessment activity should take place until a candidate has been registered.
