The ProQual Level 3 Award in Fire Risk Assessment provides a nationally recognised qualification for those currently working in, or who want to work in the Fire Safety sector. This qualification has been developed with, and aligned to, the foundation fire risk assessment competencies outlined in BS 8674: 2025 – Built Environment Framework for Competence of Individual Fire Risk Assessors.

Low-Risk Buildings
In the scope of fire risk assessments, a low-risk building refers to structures that meet specific criteria to mitigate potential hazards. These buildings typically accommodate fewer occupants, with a capacity of around 60 occupants.

What’s Covered in the Level 3 Award Fire Risk Assessment
The Level 3 Award covers the foundations needed to start working with fire risk assessment in a controlled, low risk context.
It is designed to build baseline competence.

The qualification includes three mandatory units.

It introduces how to assess low risk premises in a proportionate way.
It also covers evacuation behaviour, including how people react under stress and what can delay escape.
The needs of people at increased risk are included, with a focus on identifying additional evacuation requirements and reflecting these in recommendations.
This unit also introduces the legal and enforcement context.
It covers what legislation expects from those responsible for premises.
It outlines likely consequences of non compliance.
It explains the roles of enforcing authorities and the operational role of the fire and rescue service.
Unit 2 covers how fire starts and spreads.
It explains the mechanism of fire and the conditions needed for ignition and development.
It covers the main products of combustion and why smoke creates risk long before flame spread reaches an escape route.
It explains internal and external fire spread, including the ways heat transfers through conduction, convection, and radiation, plus direct flame contact.
It requires identification of hazardous situations that could lead to a fire event, with risks described in practical terms.
It also introduces how construction, materials, and building features can influence fire growth and spread, including external wall elements and attachments.
Unit 3 covers how design, construction, maintenance, and management control fire risk.
It covers how protection measures limit fire development, support early warning, and reduce harm.
It introduces common materials and their expected performance in fire.
It also introduces performance based approaches used in fire safety engineering, as an alternative to purely prescriptive guidance.
Passive protection is covered in terms of limiting spread, controlling smoke movement, protecting escape routes, and supporting structural stability.
Maintenance expectations are included, covering routine checks, servicing, and record keeping for fire safety measures, including portable equipment and fixed systems.
This unit also covers practical management topics:-
Housekeeping and control of combustibles.
Security measures that reduce deliberate fire setting.
Basic means of escape concepts and common deficiencies.
Signage principles for residential buildings and public spaces.
Active protection systems and the importance of testing, inspection, and defect management.

There are no formal academic entry requirements for this qualification. Centres should perform an initial assessment of candidate knowledge and skills to identify any gaps and to help determine the assessment plan. Candidates must be employed in a role or enrolled on a training course that will provide them the opportunity to review fire risk assessment in a low-risk building. Further information is available in the additional assessment information attached to each unit.
Candidates must be at least 18 years old on the day that they are registered with ProQual. Centres are reminded that no assessment activity should take place until a candidate has been registered.
Candidates who complete this qualification may progress onto the ProQual Level 4 Certificate in Intermediate Fire Risk Assessment.

A medium-risk building may be:
• A residential building, where the occupants number less than 50, including those who may be unfamiliar with the layout of the building, or who have some impairments that may impact their ability to escape.
• A retail or commercial building that:
o Is occupied by less than 100 members of staff and the public.
o Has less than 7 stories above ground level.
o Has no occupied basement level.
o Has no abnormal hazards.
o Is less than 600 square metres.
o Is constructed of a traditional, or lightweight timber, frame or has an

Yes. After the 5-day face-to-face training, you will complete written assignments applying the principles you’ve learned. Most learners finish this within 6 weeks.

Yes, however due to the practical nature of the content there will be requirements to undertake fire risk assessments if done face to face or online. However, post-course support and submissions will be done online.
