Why you need a fire risk assessment

If you own, manage or operate premises, you need to comply with fire safety law.

A fire risk assessment is a legal requirement for many premises. If you are responsible for a building that is not a single private dwelling, you need to make sure a suitably competent person completes a fire risk assessment and that the assessment is recorded, together with relevant fire safety information.

How it works

Broadly speaking, fire risk assessments are conducted in five key steps.

Identify the fire hazards

Look at sources of ignition, fuel and other factors affecting fire growth and spread.

Identify people at risk

Consider employees, visitors, residents, contractors and people who may be especially at risk.

Evaluate, remove or reduce the risks

Assess whether current precautions are suitable and what practical improvements are needed.

Record findings and emergency arrangements

Set out significant findings, emergency planning needs and required training or management actions.

Review and update regularly

Keep the assessment under review and revisit it when significant changes affect the premises.

Common fire risk assessment questions

Can I go to prison for not doing a fire risk assessment?

If you have not met your legal duties to keep people safe, you could be fined and may even spend time in prison. There does not need to have been a fire to be prosecuted.

Who checks it?

The fire and rescue authority may inspect premises as part of its duty to keep people safe from fire. If your premises are unsafe or you have not completed an appropriate assessment, enforcement action may follow.

Who should do my fire risk assessment?

It is important that the person who carries out the fire risk assessment is competent. The live page explains competence through professional body registration schemes and UKAS accredited certification schemes such as BAFE SP205.

What if my business is large or complex?

If your business is larger or more complex, you should contact an expert to help. The enforcing authority checks whether you have done an appropriate assessment, but it does not provide the assessment service for you.

Can a smaller organisation do its own assessment?

If your business or organisation is relatively small and you think the risks are not complex, it may be possible to do it yourself using appropriate guidance, but many duty holders still choose competent specialist support.

What are my responsibilities?

You need to make sure the premises reach the required standards, that employees receive adequate fire safety training, that general fire precautions are maintained and that the findings of the fire risk assessment are kept under review.

What the responsible person needs to do after the assessment

  • Consider who may be especially at risk and whether additional precautions are needed.
  • Eliminate or reduce the risk of fire so far as is reasonably practicable.
  • Provide general fire precautions to deal with the risks identified.
  • Take additional measures where flammable or explosive materials are used or stored.
  • Create an emergency plan and keep the assessment recorded.
  • Maintain precautions and facilities provided for use by firefighters.
  • Keep the assessment under review and update it when circumstances change.
