The ProQual Level 4 Certificate in Fire Risk Assessment provides a nationally recognised qualification for those currently working in, or who want to work in the Fire Safety sector. This qualification has been developed with, and aligned to, the intermediate fire risk assessment competencies outlined in BS 8674: 2025 – Built Environment Framework for Competence of Individual Fire Risk Assessors.

Moderate-Risk Buildings
In the scope of fire risk assessments, a medium-risk building comprises structures with slightly elevated criteria compared to low-risk ones, introducing moderate potential hazards. These buildings are expected to have occupancies of up to 500 people. Examples of medium-risk buildings encompass supermarkets and factory-commercial units, reflecting a moderately increased risk profile during fire assessments due to their design and layout characteristics.

Introduction to Intermediate Fire Risk Assessment
You learn to select a fire risk assessment methodology and explain the key steps in the process. You also cover core principles of assessment for low and moderate risk buildings, plus human behaviour in fire and how you manage evacuation in real conditions. This includes the needs of people at increased risk and how you identify and respond to those needs during assessment and planning.Reviewing, challenging, and reporting on fire risk assessment materials
You review at least two example fire risk assessments, test the robustness of the findings, identify significant concerns, and recommend improvements. You learn how to recognise “intolerable” risk and when immediate action is required. You also present findings in a report format and practise explaining how you would challenge flawed or weak assessments.Current legislation and enforcement context
You cover how legal frameworks drive fire safety practice, including the Regulatory Reform (Fire Safety) Order 2005, Fire Safety Act 2021, Fire Safety (England) Regulations 2022, Building Safety Act 2022, and the Health and Safety at Work etc. Act 1974. You also address dutyholder expectations, consequences of non compliance, and the roles of regulators, enforcing authorities, and the fire and rescue service.Undertaking a fire risk assessment for a low risk building
This is a practical, competency based unit. You plan and carry out a simulated assessment using recognised methodologies. You gather evidence through physical inspection, including fire doors, compartmentation, and external walls, then produce recommendations, action plans, and immediate measures where risk becomes unacceptable. You also develop communication skills for engaging people and producing clear reports.Managing and completing assessments in moderate risk buildings
You build technical understanding around fire spread limitation for compartmentation, external walls, roofs and attachments. You learn when fire spread control appears inadequate and when further investigation is needed, including when a FRAEW may be required. You also cover how protection systems contribute to safety, including detection, suppression, passive protection, smoke control, and electrical and lightning protection, plus product testing, certification, specification, and commissioning. You then apply this to planning and producing a moderate risk building fire risk assessment, including project resourcing, timescales, and cost considerations, and managing challenging conversations with dutyholders and residents.
The qualification also makes professional development a required output. You reflect on strengths and gaps, build a personal development plan, and present an aspect of your own practice to peers, so you leave with a CPD mindset rather than a one off certificate
